That is set by the 'sizelimit' file in your courier 'etc' directory.
Put the maximum message size in BYTES into that file and courier will
use it. If the file is missing then courier defaults to '10485760'
bytes, which is 10 meg.
Courier will not accept messages that are bigger than this. It doesn't
matter where the message comes from or what courier will eventually do
with it (relay or deliver). Courier will reject any message bigger than
'sizelimit'.
Check out the courier man page and search for 'sizelimit' to see more
about this.
