It turns out that the problem is a behavioral change in the server between versions. The command in this case is issued by automation that has not changed, nor has the client changed, so we can assume that the change is the server that has been upgraded.

The change: The client spec root has quotes around it now, when created via this automation, where before it did not. These quotes confuse most commands that rely on the client spec root. The question is, what exactly changed in the server that causes these quotes to be there now?
