Having been bitten by this one many times, I have to agree with rick.

Now, whenever I see the message "reopen for edit", I immediately revert the file and reissue the integrate and make a mental note to postpone my edit of that file until after I've submitted my integration.

Let me ask the question another way: under what conditions would a perforce user want the current behavior?
