My web programmer tried to solve it for shipping issue. 1. no problem with api level2 2. it works with only flate rate

Problems are: 1. no coupons showing up in google checkout 2. shipping are showing all zero for ups and usps.

I am using Oscommerce.

What is the problem in here?
