If it doesn't fail, how does it store branched files if they're
only present under their new names after the obliterate? By
preserving metadata for files that aren't in the depot?

It may be easier to copy the whole depot though. I have done this before,
and I found that obliterate tries to copy in the depot files to a branch
when you obliterate the main tree, and when it can't find those files to
copy, it fails.
