I have corresponded with Christopher Seiwald, the Jam maintainer, about making changes to the underlying Jam (C/C++) source code. He seemed generally receptive to a collaboration on a few modifications. I have not asked him about folding new Jamrules into the Jambase. I am guessing it would be a hard sell, however.
One point about your build system is that it doesn't address dependencies between different targets. (I understand this is not a requirement for Boost.) For example my embedded targets often have dependencies on native targets, such as code generators or data coverters. It may not be good to add a higher level system such as yours to Jam unless it is sufficiently general.
