This is a development build that should be considered as a 1.3.6 prerelease.

Changes:

* Loose parsing of MIME headers in reformime, that should ignore MIME header corruption used by a recent MS ActiveVirus.

* Begin conversion of manual page documentation to Docbook SGML. Some man pages have been converted - the rest will follow later.

* Other minor fixes.
