I'm late to the party, but I'd like to reiterate that an increasing number of Google apps are indeed using GWT, especially new ones. Apps teams that have been around longer find it harder to make the switch for all the pragmatic reasons discussed above.

To add a few to the list of examples: Google Talk for the iPhone, Google Checkout, Google Mashup Editor, and big ol' complex piece of AdWords administration that supports managing the regional aspects of your campaign. There are in fact, enough GWT apps in the works now that I can't really keep track of what's launched vs. not, so I'd better stop there :-)
