I mean exactly that: whoever is delivering mail is responsible for creating maildirsize, in this case it's maildrop.

maildrop sets the maildir's quota size from the MAILDIRQUOTA variable. One way to initialize MAILDIRQUOTA is by the documented userdb mechanism. It is also possible to initialize MAILDIRQUOTA via any other means, such as via /etc/maildroprc, for example.
