If your filter does not need to alter the mail (eg, just make a forward/don't forward decision, you can use a courierfilter and then emstproutes.

If you do need to alter the mail, you can deliver to a local account, alter via the maildrop xfilter command, then then use a "to" command to forward to another email address.
