Are the images that can't be rotated JPGs or some other image format originally?

I am attempting to rotate an image but I keep getting back a 400 status with "Image cannot be rotated." message. If I log into the Picasa web client I see that the rotate buttons for the image are disabled. If I use my code with images that have the rotate button enabled then the rotation succeeds.
