Yes: properly quoting shell arguments.

If we dont do this then when maildrop attempts delivery to someone who is over quota we get a result

This has nothing to do with quota, but with secure practices when executing shell scripts that handle external, potentially-hostile, input.

If you are unable to obtain evidence that the wrapper is getting invoked for plus-ed addresses, then this looks like a configuration issue with the mail server. maildrop can't do anything if the mail server never invokes it.
