I've been wanting something like this since I first saw sqwebmail. To compromise, since my offerings of free beer and pizza didn't provoke anyone to write a squirrelmail plugin, was to replace the squirrelmail link at the top with a link to sqwebmail. The users have to log in to set filters. I don't like it but for some reason they don't mind.
