Nope. You will spend the rest of your life searching for the source code
in
Courier that creates the "Templates" folder.
Is it really that hard to find where it's created in the source code?
you didn't understand: These folders are not being created by courier. When
you start your mail client it will create these folders. So these folders are
mail client specific - use a different one and you will get other folder
names / numbers / no folders.
You may, of course, use a skeleton home dir for new users being created on
your system having all the folders you need (/etc/skel) so it will be copied
every time you create a user and its home dir is automatically created.
Otherwise you can use a script invoking 'maildirmake $HOMEDIR -f Templates'
etc. on all home dirs.
But this won't prevent your mail client creating its default folders the next
time you start it and it finds its default folders missing. You have to
change its settings.
