Are you using SU free or SU pro? Though from your description I think in this case it does not really matter. Usually you can model objects scale 1:1. When modelling small objects it is better to exaggerate the scale till you are finished modelling. Then resize to the original size 1:1. (although not necessary for good rendering)
Whenever you apply a drawing tool you can watch the VCB, the Value Control Box. During the operation (i.e. VCB is not greyed out) usually you can input values to overrule whatever value was there. Don't click in there, just start typing and hit [Enter].
Read what the SketchUp Users Guide has to say about entering exact measures at the end of each section covering the use of a tool.
I assume that you zoom in enough and orbit the model to the right view before rendering (i.e. exporting 2D Graphic...)

Can you give me some advice that would help me ? If I draw an upright that looks like it should be 5' high, it says on the bottom right hand side of the screen that it is actually 35' high, I'm confused. Thanks for any help.
