to print to scale you need to do a few simple tasks first. under camera there is an option called parralel projection. select that. your model will no longer be seen in perspective, that is, until you set it back to perspective in the same menu.

thats it! just go to File->Print and in the Print Size box un check 'fit to page'

to print at quarter scale set the "in the printout" to 1/4" and the In Sketchup to 1' or 12"

for your last question if you draw a circle and then use the scale
