Has your maildrop been compiled with maildir quota support?

Run the command "maildrop -v" You should see the line:

Maildir quota extension enabled.

Unless that is there, you won't be getting quota support. If it's not there, you will have to recompile with that option enabled.

here is the output of maildrop -v:
