They get flushed when swap is needed for other things.
Not in my case. Swap utilisation stays high, and when I do a make
world, more often than not the swap utilisation increases (as you
would expect) and then stops due to lack of swap.
i.e. to do a make world after using my machine for a reasonable amount
of time, I have to reboot/restart.
