It's an IMAP thing. IMAP requires that a folder be visible if the ACLs allow access to either the folder itself, _or any subfolder_. So courier-imap has to check the ACLs on every bloody folder in the mailbox to figure out if one can see the mailbox. Very time consuming.

Webmail is not bound by IMAP-specific daftness. It'll simply list all the mailboxes, and bother checking ACLs only if you try to open one mailbox.
