first off -- i have no issues with using stuff myself. now that i
know where to look and am very familiar -- this was just a request
based on awkwardness I had as a new user , and hoping that more
people will adopt nginx.

yes. there might be some reason where you want to return a 4xx or 3xx
The dynamic directives are compiled into some code that run at
request processing stage. They can not be used to choose configuration
parts.
I do not like the current state of rewrite module, but still did
not decide
how to change it internally to allow dynamic configurations. There is
currently the only workaround:

it was just awkward to me that SET and IF were portions of the
rewrite modules. i had thought they were a little more robust, and
could be used in more general purposes at this point
