The trick was that I wasn't clicking to end the scaling. As long as there are green dots all over, you can use the Shift key to type ", but when they disappear, the Shift key has a different purpose.
Thanks for taking the time to respond. You've saved me plenty of hours of recreating things because I couldn't rescale them!
(I've modified your instructions a little, and that's how I got things to work just right. My comments indicated by *).
From what I can tell, when using the dimension input method you don't
actually need the Shift key, just Ctrl. Hold Ctrl (* This part wasn't
necessary), click to start and
then click to end the scale. Then when you type in dimensions, it will
go in/out in both directions uniformly. In case that didn't make
sense, here's what I did to test this:
1) Create a rectangle 2"x2"
2) Pull up 2" so you have a nice cube.
3) * Select the top face (*I selected the entire cube instead)
4) Select the scale tool.
5) * Hold down Ctrl (didn't have to do this)
6) Perform any random scaling and click to end it. (It's this step I was
missing. If you don't click to end it, then pressing 2" can't be done, because
the SHIFT key has another function).
7) Now type in dimensions that you want the scale to be. I chose 4",
6". Hit Enter.
This will result in a uniform scale around the center in both
directions.
