No it's the same on both E1's, and the controllers are indeed up. But thank you for confirming my thoughts. We will again ask the provider to investigate once again

That still doesn't look right. If you move it back to 2/0, do you get MULTIPLE_FRAME_ESTABLISHED instead of TEI_ASSIGNED?

With the lack of any <- RX info coming back and the fact that TEI still shows as 0, I'd have to assume that it's a carrier or physical cabling issue.
Can you send the output of show isdn stat?
