My maildrops create $HOME/Maildirs "on-the-fly", but they don't create the $HOME dir, I use a cron-hourly script for that (largish site). My "philosophical decision" would be, that I can do a lot more with maildrop and its accoutrements than I can with procmail.

People *have* to get test machines and try things out for themselves.
