Apologies for the delay in getting back to you about this - we're hammering out some sort of licensing agreement for Blogger's Help docs so that this'll be more clearly defined in the future.

In the meantime, feel free to do this but definitely link back to the original documentation and mention that it's from Blogger Help.

Regarding template versioning, going by date should be sufficient.
