It sounds like in your situation all the clients are really the same. If they are the same, just use the same client and do a "sync -f" so they all get updated.
I have a similar situation where I have a certain view I want to use for our build machines but I need seperate clients. I have a file that contains the view and one of the first steps in the build is to update the client used for the build using this file and then sync'ing the client. There is a chicken and egg problem here but I assume the client is already defined well enough to get the file that contains the real client view. I use perl to do this and it was pretty easy. When the view changes, I just edit the file and the next build will use it.

How does one handle the case where a directory is added/moved/whatever, and all clients need to reflect this new information?
If the directory is in the client view it is added when the client syncs the next time.
Do you have to manually edit every single client, or is there a method to integrate changes from one client into others?
Not that I know of.
This seems like a strange way to use perforce to me. Would it not be easier to set the client view so you can add/delete/move all directories within the existing view?

I'm not sure I described the problem well enough. Let me try again in more detail. I have several dozen run-time systems which rely on perforce for their updates. (I check in the binaries) So, when a new release is made, each runtime's client gets sync'd. Now, say I need to add a directory to the runtime clients views. This directory needs to be manually added to every client view. My preference would be to dissasociate the view from the client. This way you could define a "view", then have multiple clients all share the same view. You could then add or delete parts of the view in one place. - -Bruce
