So Blogger hasn't been totally healthy of late
(http://status.blogger.com/). Might that explain things, or can you
reproduce the problem now?
Has the account been migrated to the beta?

1) Atom 0.3 GET https://www.blogger.com/atom (discovery) returns 301
permanently redirected to http://www.blogger.com/cgi-bin/500.py
2) Atom 1.0 GET http://www.blogger.com/feeds/default/blogs returns 400
(invalid request).
#1 is the key issue since there a many users on the 0.3 API.
(btw, this error has nothing to do with "Accept" headers posted else
where. I have tried accept */* as well as default application/atom+xml;
text/html; text/xml; text/plain).
