I have tried using vpopmail 5.1.4 and 5.1.5 both give the same problems. I
am running a root so I would not think there could be a file permission
problem.

The file lib_deps does exist in the ~vpopmail/etc directory
Well - it says it all. Either your existing version of vpopmail is not the
latest version, or else your permissions are wrong. Does the user you are
compiling courier as have permission to access the vpopmail directory?
