Assuming your Developer and Application tokens have already been
approved, you should be able to use them in the API request to manage
the account in question. Just specify the login email and password of
the account along with your tokens in the SOAP headers, or
alternatively supply the login email and password of the MCC account
and put the account in question's login email in the clientEmail
header.
