Publish an XML Catalog for Shale defined DTDs and Schemas ---------------------------------------------------------

To make it easy for tools to import local versions of DTDs and Schemas defined
by Shale, create an XML Catalog according to the OASIS specification for
catalogs[1], and publish it on the website in the same directory that DTDs and
schemas themselves are published.
