Hi Sam,
thankyou, you are correct. Outlook has a 'automatically download message when viewing in the preview pane' check box. When un-checked the message can be moved or copied without it being downloaded to the client machine.

You are probably using a stupid IMAP client that manually copies mail between folders, instead of issuing an IMAP COPY command.
