We use commercial fax server software, so I'm not familiar with mgetty, courierfax, etc. but we had file size issues at first, too. Things improved greatly when we switched the the fax server to use PDF format to email the fax.

A sourceforge.net search shows "fax2pdf" - perhaps it could be used within mgetty instead of the double piping currently done...
