That should be gmake install-configure

In ~courier/etc there are:

pop3d.cnf pop3d.dist pop3d.authpam pop3d-ssl.dist

Why is Courier looking for pop3d instead of pop3d.cnf ?

Because it expects pop3d to be created from pop3d.dist, by install-configure
