IMO it should be easy for a user to discover which agencies, and even which routes, are available for planning. One way to do this may be with an option that draws all routes and lists them in the left pane.

e.g. something like this: http://maps.google.com/maps?f=q&hl=en&geocode=&q=http:%2F%2Frheitzman.googlepages.com%2FSLO_KMLc.kml&ie=UTF8&z=13&om=1 http://tinyurl.com/23eqgy

Optimally their would be a folder above the displayed lines that is the name of the agency.
