Changed.

This is not true for iso-8859-1 since it defines characters in the 160-255 range too. Only ASCI encoding (0-127) is a proper subset of the UTF-8 encoding. http://www.htmlhelp.com/reference/charset/ (ISO 8859-1 character set overview)

OK, I've taken the mention of iso-8859-1 out.

I'd just add 'and encoding the Unicode to UTF-8 or another encoding ONLY on output.'

I've tweaked that.
