Like I said before, "vista xp" [sic] should work for you. It's just that the tools (Eclipse and the JDK) are actually included in Linux distributions, so installing them is pretty much a couple of clicks. Also Linux/Unix are generally better for software development, as many of the widely used tools are Unix tools; but if you're just running Eclipse and Android, Windows should work.

If you're comfortable with software engineering in Java, you should be able to figure it out from the docs on the Android page:
If you're not a Java programmer, then you're going to be completely lost. You need to learn to program in Java first. if you have C or C+ + experience, this should be pretty easy.

I don't know what a "vista xp" is, but it sounds like a computer running Windows. This should work for you, but in my experience you're going to be better off with a Linux system, or a Mac (I've had somewhat fewer problems on Linux).
