MySQLAdministrator.exe in my Windows98SE system reports an error Staring

Program 'The MYSQLADMINISTRATOR.EXE filoe is linked to missing export NETAPI32.DLL:NETApiBufferFree'. Downloading the dll file and putting it in the Windows/System directory does not help. Same error message persists. Please help. I am running mysql 4.1.7. successfully.
