Peter,
Using Perforce command lines commands , every user with a minimal Knowledge of Perl or Unix Shell (csh, ksh, or on NT - MKS-toolkit or bash) Can create quickly many kinds of reports.
There is not a GUI-based reports-creator of Perforce, but it is easy To implement it (see, for example, my presentation in 1999's Perforce conference).

Hi,
Thanks for you interesting feedback. Coming from VSS, I would like to know if there is way for the users to easily generate reports (like daily list of descriptions of the file changes in the depot, being able to get a list of all the files that changed since a given date and so on). Is the E-Mail notification (change review mechanism) supposed to send E-Mails without additionnal scripting, or do we have to implement extra scripts for that ? If we need to do so, does perforce provide a standard E-Mail notification script ?
Thanks a bunch,
