Have seen something possibly like this once before; the solution apparently
was simply to do the upload twice. The first attempt failed, the second
worked. (I can't remember if that was something we discovered by accident,
or if Cisco told us, or if we found a reference on CCO.) And it's bit
tedious I'll grant you given how long it takes to load the image even
once...
