Parhaps it would be an idea to introduce a DNSBL-timeout configuration directive, which would skip or temporarily disable the DNS blasklist(s) if it hasn't received a response within a given timeperiod...

Yes. Turn off the DNSBL which is not working.

My RBL list was setup as follows:

BLACKLISTS='-block=relays.osirusoft.com,BLOCK -block=relays.ordb.org,BLOCK -block=blackholes.intersil.net,BLOCK -block=spamguard.leadmon.net,BLOCK'

relays.osirusoft.com is currently dead, and not responding to queries. That's the reason for your delays.
