Yes. Because the bounce bounces (after all, everything to the forwarded address gets bounced, right?), and since the return address is reset to the forwarder, it go back to the forwarder.

But, by definition, the forwarder forwards all mail, resetting the return address. So the bounce gets forwarded again, it bounces, goes back, forwards, bounces again, etc…

I don't see the problem. http://spf.pobox.com/objections.html#forwarding
handles it, I think.
