This is true, but know that the management node is used (mostly) as Arbitrator too.

Also, when ndb_mgmd goes down you stop logging cluster activity and you can't monitor it anymore. So, Cluster without ndb_mgmd is possible, but you better keep it up. Usually, there are 2 ndb_mgmd per Cluster (but not more!).. HA you know.
