I've have to check, but there are java and perl implementations to
talk to the popular MTK chipsets in GPSs these days. Seems like
getting either working with android (once it's open sourced) would be
rather direct. I use a bluetooth connected MTK chipset daily and it
works
over usb as well. Not sure of the phones you speak of, but it seems
like they are likely interfaces with the phone via a usb interface (or
a similar serial like interface).
