Hello Andrew,
Unfortunately, Google doesn't generally pre-announce upcoming features or content, so we can't provide a roadmap of future transit coverage. However, we are adding new transit systems on a weekly basis (did you notice the new Austrian coverage that we just added for Euro 2008 visitors?)
In general, there are no technical problems that would prevent most cities from being added--it comes down to whether the local agencies/ operators are interested in having their routes & schedules displayed on Google Maps.

Does there exist a publically available list from Google showing 'Coming Soon':
E.g. June: Paris Metro, London Metro July: Berlin metro etc
