I bet its the charter for WS-I from way back. The only other "Interoperability" organization i know of is EIC, the Emergency Interoperability Consortium, with which both DHS and the OASIS Emergency Management Technical Committee work on a regular basis.

Several articles [1] have been published about the submission of a "140-page document" (or perhaps '134-page document) to HSS by the Interoperability Consortium [2] on open standards for a national health information network, and specifically, regarding a proposed "National Health Technology Standards Corporation to be the arbiter of technology standards..."

Can someone provide a copy of this "140-page document" (by email to rob@oasis-open.org) or a URL for the public location?

Any other public information available in non-obvious places?
