I'm not sure what you mean by it not being legal but...
Two ways of doing this come to my mind.
1. Either know all of your user's passwords or create "duplicate"
accounts for your administrator with the same Maildir. (very bad)
Depending on the number of accounts, this could require significant
increases in allowed connections, could swamp the server, etc. Just
realize the potential costs...
2. Create symlinks in your administrator's Maildir to each of your
user's mail. I'm not an expert, but I think this might work... just be
sure you name the links well. (better, but still bad)
Why do you really want to do this? If you need filtering, then filter.
If you need Antivirus, do it with an antivirus program, not a user going
in to each account.
Finally, be sure you have a good TOS that protects you as much as
possible. Also make sure you make it clear that employees may only use
the email server for business purposes, in a good Acceptable Use
document.

sharing the entire mailbox of all users to an admin user (for example,
to remove some determined messages). I know that it's not legal, but one
of my customers are questioned it for me. Case possible, how this user
can connect to this folders? He must subscribe to all mailboxes?
