The position of views is controlled by the layout of their parent. The simplest way to absolutely control position is to use an android.widget.AbsoluteLayout as the containing class and then you have complete control of where the child views are placed within this container. You just use setLayoutParams on the child view with an instance of android.widget.AbsoluteLayout.LayoutParams and you can move it.
