I sent patches for this (both xosview and per CPU sysctls) last year, but no one responded. I'd agree that there is a value to keeping the commit privileges to a few "commiters". But I find the fact that patches posted to the list go unanswered/ignored discouraging for new contributors and when it happens repeatedly, a bit insulting too.

I was in the process of doing exactly that, do you still have the patches? Perhaps you can save me a little time :-)

Now, I'm not motivated to do anything for FreeBSD.

It can be frustrating at times but in my opinion working on projects like this are their own reward. Some patches get accepted others lost but they were all a hell of alot of fun to write! Am I wrong here?
