I seem to recall someone else having an issue like this. And it had to
do with a missing termcap file in /usr/share/misc. Yes, I believe the
error said missing /etc/termcap, but error messages can have bugs, too.
Anyway, the typical setup, of course, is a sym link to the real file in
/usr/share/misc. (at least on regular freebsd... don't know about pico).
