Monitoring would be my guess. If they know who's downloaded something, they can, for example, automatically initiate a mass contact if a potentially dangerous bug is found.
Monitoring is possible without draconian security, and even so, I'm not sure if that's a true reason, since you get them in the box with OS X (and in /Applications/Installers on new Macs), and Apple Stores reportedly burn them for you if you ask nicely.
