Just wondering about the eventual # of users for docbook-for-publishers among Legal Publishers? I don't know too many small/niche players in this space - it's dominated by a few juggernauts with bespoke systems who are unlikely to consider switching to DocBook.
If others' knowledge of the market bears this out, maybe we shouldn't spend too much time on this domain?

Identify additional specific domains within publishing industry that may need specific modules. f. develop RFEs from identified needs g. develop DocBook v5.0 schema enhancements from RFEs h. submit schema enhancements for approval to DocBook TC
